cell phones for all

According to a study, 80% of the world's population has a mobile phone service. Wait a minute, hold the phone! According to poverty studies, isn't about 25% of the world living in proverty? That means some of them have cell phones. What are they doing paying for the service? What are they doing with their phones? Do they call each other? "I'm so hungry." "Me too." "Maybe we can order pizza." "I would but I just paid my phone bill." I think some numbers are askew somewhere...
